Founder & Executive Director
Clarisa Briones Strohmeyer
Founder & Executive Director • Houston, Texas
A Filipina-American with 25 years of diving experience in Philippine waters, Clarisa founded Reef Without Borders in 2026 after watching the reefs of Cebu change dive by dive across a quarter century.
Before founding Reef Without Borders, she spent 15 years in operations and communications leadership, including as Operations Director at International Business Times, where she managed more than 50 staff across six countries, and as Communications and Marketing Director at a Catholic Church in Houston. She built and continues to manage the organization's website, content strategy, donor communications, and grant program directly.

Dindo C. Paquibot
Director of Dive Operations • Lapu-Lapu City, Cebu, Philippines
A PADI-certified instructor with 20+ years in Philippine waters, Dindo has logged dives at every major reef system in the archipelago. He leads every Reef Rescue mission at Kontiki and makes every safety call in the water.
He has logged dives at Tubbataha Reef, Coron, Apo Island, Balicasag, Panglao, and Quattro Islas. From 2019 to 2024, he was a member of Protect Maribago Bay, an SEC-registered coral reef restoration organization, where he spent five years building coral nurseries and transplanting coral fragments into degraded reef zones alongside The CORE Divers.
Community Engagement Coordinator
John Joseph Florido
Community Engagement Coordinator • Carcar City, Cebu, Philippines
John Joseph grew up on land his father planted with 3,000 trees in Carcar City, Cebu. Conservation was not a concept he learned in a classroom. As Community Engagement Coordinator, he ensures restoration work happens with communities, not to them.
He studied medical technology before shifting to aeronautical engineering at Cebu Aeronautical Technical College, two disciplines built around understanding how complex systems hold together under pressure. As Community Engagement Coordinator, he builds and maintains the organization's relationships with the communities surrounding its Phase 1 sites in Moalboal, Malapascua, and Olango Island, and serves as Reef Without Borders' first point of contact in Cebu.

Clarice Eufre Chavez

Clarice graduated summa cum laude in pharmacy and has spent 25+ years building a career defined by rigorous standards and genuine care for people. She founded two pharmacies and now leads how Reef Without Borders takes care of its team.
Director, Development & Marketing
Joseph Ryan Consul
Director, Development & Marketing • Vietnam / Philippines
Joseph brings 20+ years of brand leadership across Southeast Asia's most competitive consumer markets. A passionate kitesurfer and coastal advocate, he leads RWB's brand strategy, donor acquisition, and corporate partnerships.
He currently serves as Marketing Director at Universal Robina Corporation Vietnam, overseeing brand strategy across the company's beverage, biscuit, and confectionery portfolios, including C2 Iced Tea, Cream-O, and Munchy's. Earlier in his career, he managed the San Mig Coffee business unit at San Miguel Foods, where he led the brand's regional partnership with Jacobs Douwe Egberts and launched the Moccona and L'OR coffee lines, and held marketing leadership roles at MoneyGram International, RFM Corporation, and Republic Biscuit Corporation. He holds a postgraduate degree in Marketing and a Bachelor of Arts in Legal Management from the University of Santo Tomas.
