Governance

Board of Directors

Reef Without Borders is governed by a three-member founding board with legal, financial, and organizational expertise across three continents. Our governance structure is built for accountability, transparency, and long-term organizational health.

Founding Board

Three directors. One mission.

Every board member was chosen for specific expertise that the organization requires to operate with integrity. Legal counsel. Financial oversight. On-the-ground organizational knowledge in Cebu.

Vanessa L. Iway, J.D.

President & Legal Counsel

NSW, Australia

Vanessa L. Iway is a graduate of the Ateneo de Manila School of Law, one of the Philippines' most prestigious legal institutions. She provides legal counsel to Reef Without Borders on governance matters, contract review, compliance with Philippine conservation regulations, and organizational structure. As President, she chairs the Board of Directors and ensures that all organizational decisions align with the nonprofit's mission and legal obligations.

Her dual perspective as a Filipino legal professional based in Australia gives the board a critical international vantage point on cross-border operations between the United States and the Philippines.

Her career spans two complementary worlds. She has led Iway Law Office in Biñan, Laguna since 2011, and previously served in the Philippine House of Representatives, rising to Chief Political Affairs Officer, where she gained a working knowledge of how policy is made and how institutions build credibility with government bodies — experience directly relevant to Reef Without Borders' partnerships with Philippine local government units and conservation agencies. She holds a Bachelor of Mass Communication, cum laude, from Silliman University.

Mansfield, TX

Rosalinda Maddoux is a licensed Certified Public Accountant with 17 years of tax compliance and financial management expertise based in Fort Worth, Texas. She provides the financial infrastructure that makes our radical transparency commitment possible.
